The Department of Corrections is authorized to contract with other governmental entities outside of the Commonwealth of Virginia to house prisoners from those other jurisdictions in facilities operated by the Department.  Included in this item is $15,424,165 the first year and $18,974,228 the second year from nongeneral funds, and 406.5 FTE positions each year, for the operating costs of housing these prisoners.  The Department shall provide a report on the contracting program by July 1, 1998, to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees.".


Explanation
(This amendment provides $15,424,165 the first year and $18,974,228 the second year from nongeneral funds and 406.5 FTE positions to operate the Sussex II Correctional Center. The expected opening date for this facility is October 1, 1998. The Department of Corrections plans to house contract inmates in this facility, so these funds are provided from special revenues. A companion amendment to Section 4-2.01 establishes a Contract Prisoner Special Revenue Fund for this purpose. A companion amendment to Section 3-1.01 provides for the transfer of the net revenues, after expenses, to the general fund as of June 30 of each year.)
