"D.  Out of the appropriation for this item, $75,000 the first year from the general fund is provided for the Department of Health, in cooperation with the Department of Mental Health, Mental Retardation and Substance Abuse Services, to conduct a comprehensive assessment of the primary health care needs of persons receiving institutional and community-based mental health, mental retardation or substance abuse services.   The assessment shall include a review of patients and residents in state facilities and persons serviced by community services boards.  The Department shall also assess how current primary health care needs are being met and whether the provision of primary health care services is integrated with other mental health, mental retardation or substance abuse services they may be receiving.  The needs assessment shall be reported to the Governor and the General Assembly prior to the 1999 Session of the General Assembly."

(This amendment requires a study of the health care needs of mentally disabled persons receiving state-funded services.)
