Explanation
(This amendment provides $150,000 each year from the general fund for a pilot program in the City of Norfolk Juvenile and Domestic Relations District Court, Fourth Judicial District, to provide courthouse security. The pilot program is intended to provide seven security positions or an equivalent amount of contract security services for the Norfolk juvenile court, to provide full-time coverage for four courtrooms, waiting areas, hallways, and the lock-up area. The program is to be administered by the Chief Judge and the Clerk of the Norfolk Juvenile and Domestic Relations District Court. This amendment also releases four trained law enforcement officers for high priority public safety purposes within the Office of the Sheriff of the City of Norfolk. Finally, this amendment includes $25,000 the first year from the general fund for the Executive Secretary of the Supreme Court, as the state share of a study of security requirements statewide in the juvenile courts, to be conducted by a nationally-recognized organization with expertise in court operations.)
