Page 10, after line 47, insert:
"F.  The Joint Legislative Audit and Review Commission shall conduct a follow-up study of its 1997 report entitled, "Follow-Up Review of Child Day Care in Virginia."  The Commission's review shall examine what additional resources may be necessary to meet the child care needs of Virginia's working poor families and former welfare recipients.  Issues examined shall include, but not be limited to:  (a) the elimination of waiting lists; (b) the need for child care during non-traditional hours; (c) the child care needs of infants, sick children, and school age children; (d) whether working poor families can afford subsidized child care under Virginia's current fee schedule; and (e) benefits to "at-risk" children from participation in early childhood programs, including Head Start.  The Commission shall report on its findings and recommendations prior to September 1, 1998.  All agencies of the Commonwealth shall cooperate with the Commission and its staff in the completion of this review.".
