Explanation
(This amendment deletes language in the introduced budget that would have established a special incentive fund for the Comprehensive Services Act (CSA). The $1.0 million appropriated for this purpose in the second year is reallocated for costs incurred by localities in administering CSA. An additional $500,000 the first year is also provided for local administrative costs. Each locality would receive at least $10,000 -- up from $5,000 in the introduced budget.)
