Page 111, after line 21, insert:
"d.  The Department of Education shall survey local school boards for a determination of the specific services provided, components included and the number of students served through each of the following programs:  Project Discovery, Dropout Prevention, Advancement Via Individual Determination, Homework Assistance, Virginia Guaranteed Assistance Program, Achievable Dream, Remedial Education - SOQ, Remedial Education - Summer School, At-Risk, Alternative Education, Reading Recovery, Truancy/Safe Schools, Standards of Learning Remediation and Early Intervention Reading.  The Department shall report the results of the survey, and provide recommendations for improvement in the delivery of remedial services which would result in improved student performance to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees by July 1, 1999."
