"e.  Each city, town, or county which has less than 5,000 population and whose school division has less than 1,000 Average Daily Membership may elect at its option to use the average composite index of ability-to-pay of contiguous school divisions.  In calculating this average composite index of ability-to-pay, the Department shall include school divisions with borders contiguous to the school division which is being adjusted, but shall exclude from such calculation the composite index of any locality which is capped at .8000.  Each locality which elects this option must have certified its intention to do so to the Department of Education on or before July 1, 1998.  The Department of Education shall compute the composite index for such localities, but shall not adjust the composite index of any other localities."


Explanation
(This amendment would provide for a reduction in the composite index of ability-to-pay for school divisions with small populations and student enrollment, if such divisions' current index is not in alignment with surrounding school divisions, in keeping with the intent of SB 637.)
