"b.  The Superintendent of Public Instruction shall conduct a survey of the capital outlay needs of local school divisions.  Local school divisions shall distinguish their capital outlay needs within the following categories:
1)  Needs arising from the deferral of maintenance of facilities that require substantial improvements to comply with current building requirements.
2)  Needs to maintain facilities at their existing operating levels.
3)  Capital outlays for improving or providing enhanced educational facilities.
4)  New capital projects necessary to meet projected changes in student enrollment.
Within each category, the local school divisions shall provide the information in order of priority and provide a summary priority listing of all projects.
c.  The Superintendent of Public Instruction shall also survey to determine:
1)  If the local school divisions have formal long-term capital outlay plans;
2)  When the long-term capital outlay plans were last prepared; and
3)  Whether the priority lists above came from the long-term capital outlay plan.
d.  The survey shall also determine whether the local school divisions have developed and can provide plans, contracts or other documentation to begin construction on the listed projects.  The local school divisions with such information should provide the status of such projects.
e.  The Superintendent of Public Instruction shall also survey state school construction programs throughout the country to determine the type and level of state support provided for school construction.
f.  The Superintendent of Public Instruction shall report the results of the surveys to the Chairmen of the Senate Finance, Senate Education and Health, House Appropriations and House Education Committees by October 1, 1998."


Explanation
(This amendment changes the name of the Maintenance Supplement program to the Facilities Assistance program and increases the funding from $15 per pupil to $25 per pupil in the first year. Companion amendments are provided in Item 150 of this bill, and Item 531 of SB 29, to authorize the Virginia Public School Authority to conduct additional Interest Rate Subsidy Programs in the second year of the 1996-98 biennium and in the first year of the 1998-2000 biennium. These additional subsidies will provide approximately $100 million in additional school construction funding during the period that the issue of school construction funding is being examined. The amendment also directs the Department of Education to complete a thorough survey of existing school construction needs in the Commonwealth and state school construction programs and report to the Chairmen of the Senate Finance, Senate Education and Health, House Education, and House Appropriations Committees.)
