Explanation
(This amendment incorporates the budget changes for the Department of Rail and Public Transportation's mass transit assistance program which are necessary to implement Senate Bill 562/House Bill 958. The legislation increases mass transit's share of the Transportation Trust Fund (TTF) from 8.4 percent to 14.5 percent in the first year, and 14.7 percent in the second year and thereafter, and eliminates the need for a $35.0 million fixed dollar appropriation previously provided from the Highway Maintenance and Operating Fund. The effect of Senate Bill 562/House Bill 958 on mass transit assistance is to provide an additional $2.4 million for fiscal year 1999, and $5.5 million for fiscal year 2000. The provisions of Senate Bill 562/House Bill 958 allow funding for mass transit to grow over time, as overall TTF revenues grow.)
