Page 26, after line 43, insert:
"
In addition to such other duties as may be prescribed by law, the Virginia Liaison Office shall work with the Virginia Congressional Delegation to effect passage of legislation by Congress which provides states and localities the power to regulate out-of-state waste destined for landfills and incinerators within the political boundaries of the affected states and localities.  A report on these efforts shall be provided to the Governor and the 1999 Session of the General Assembly."
