Explanation
(This amendment clarifies legislative intent regarding the privatization of correctional education services. This amendment directs the Department of Correctional Education rather than the Department of Planning and Budget to conduct a cost-benefit analysis of any privatization proposal, and further requires approval by the General Assembly prior to the implementation of any proposal. This amendment also specifies that these requirements apply only to correctional education services in those facilities which are operated by the Departments of Corrections and Juvenile Justice.)
