Explanation
(This amendment provides $250,000 from the general fund the first year for the state share of the capital cost required to meet the requirements imposed on the Norfolk City Jail by a Memorandum of Understanding between the City of Norfolk, the Sheriff of the City of Norfolk, and the United States Department of Justice, effective September 30, 1997. This amendment also provides an exception to the moratorium on approval of capital projects by the Board of Corrections, for capital projects required pursuant to certain federal consent decrees or memoranda of understanding.)
