Page 279, after line 31, insert:
"G. The Department shall seek up to $1,300,000 each year in federal funds from the Department of Criminal Justice Services to establish a structured treatment program for youthful offenders at St. Brides Correctional Center and to expand intensive substance abuse treatment services at Botetourt Correctional Field Unit, Virginia Correctional Center for Women, and Fluvanna Correctional Center for Women.  The Department shall submit quarterly reports on its progress in implementing this program to the Secretary of Public Safety and the Chairmen of the House Appropriations and Senate Finance Committees, beginning July 1, 1998."

(This amendment replaces language proposed in the budget, as introduced, concerning federal grants for establishing drug treatment programs in the Department of Corrections. This amendment also authorizes the nongeneral fund positions to be funded by these grants.)
