Explanation
(This amendment reduces the general fund deposit to the Virginia Water Quality Improvement Fund by $6.0 million in the 1998-2000 biennium. The language provides the agency with the authority needed to seek the participation of privately-owned municipal wastewater treatment plants. The funding reduction is targeted by language to the fiscal year 2000 allocation. The basis of the reductions are those tributary strategies that will produce the least amount of nutrient reductions and that have significant obstacles to overcome. These strategies include the "Year 2000 Challenge Grants," "Bonuses for Additional Facilities," and "Expanding Eligibility to Private Facilities.")
