Page 223, after line 39, insert:
"H.  The Department of Mental Health, Mental Retardation and Substance Abuse Services shall conduct a study of methods to increase the number of service providers in Virginia's Part H early intervention system from underserved groups, including minority, low-income, and rural families.  The Department shall consider a variety of recruitment and retention strategies including, but not limited to, the use of scholarship incentives, training opportunities, minority recruitment, and other strategies developed by the Task Force for Virginia's Part H early intervention system.  In undertaking this study, the Department shall establish a task force comprised of representatives from underserved groups, colleges and universities, service agencies and providers, families, and the Joint Subcommittee Studying Early Intervention for Infants and Toddlers with Disabilities, to develop strategies for ongoing pre-service and in-service training, recruitment, and retention of early intervention personnel from underserved groups."
