Explanation
(This amendment provides funding to enhance the Comprehensive Human Rights Information System (CHRIS). Funds would be provided to make the system more user-friendly, make information available in a more timely manner, and ensure that information is comprehensive, accurate, and in usable formats. Such information is necessary to identify potential human rights violations and would assist the Department of Mental Health, Mental Retardation and Substance Abuse Services in making decisions and developing effective strategies to address these problems.)
