Explanation
(This amendment strikes language for a new private health insurance plan for poor children, as proposed in the introduced budget. As authorized in recent federal legislation, health insurance for poor children would be provided through expansion of the Medicaid program. Funds for the Medicaid expansion are distributed between this item and Item 335. Funding in this item provides for the component of the program that includes families with incomes between 150 and 185 percent of the federal poverty level. This component would provide the same services covered by Medicaid, but premiums and co-payments would be charged to families on a sliding fee scale based on income. Language in this amendment also transfers $5.8 million to local departments of social services for eligibility determination and other administrative costs.)
