Page 110, after line 9, insert:
"The Department of Education shall make the state-provided diagnostic test used in this program available to local school divisions."
Page 110, line 21, strike "These" and insert "In the first year these".
Page 119, line 24, after "students." insert "In the second year these payments shall be disbursed only to school divisions having less than 2,500 students in average daily membership that certify to the Department of Education that an early intervention program will be offered to such students."

(This amendment would eliminate the early remediation program for all but the smallest school divisions in the second year because every elementary school will have the ability to hire reading teachers from the funds provided in a companion amendment. The language would clarify that the state-provided diagnostic test used in the kindergarten or first grade would still be available for these reading teachers to use.)
