Explanation
(This amendment would eliminate the early remediation program for all but the smallest school divisions in the second year because every elementary school will have the ability to hire reading teachers from the funds provided in a companion amendment. The language would clarify that the state-provided diagnostic test used in the kindergarten or first grade would still be available for these reading teachers to use.)
