"B.  It is the intent of the General Assembly that the Department of Motor Vehicles shall not be required to make its records available to or through the Virginia Information Providers Network Authority (VIPnet), notwithstanding any existing agreements or contracts to the contrary, at least through the first year so that the financial impact of the department's participation in VIPnet can be fully assessed through a study by the Commissioner of the Department of Motor Vehicles with respect to the department's operation, existing public-private partnerships involved in electronic services, and other contracts or use agreements currently in existence or entered into during the first year that provide for the dissemination or updating of agency records.  The Commissioner shall present his findings to the Governor by December 1, 1999."
