Page 303, after line 31, insert:
"C.  It is the intent of the General Assembly that the Commonwealth Transportation Board and the pertinent transportation agencies give serious consideration and financial and policy support to high priority state-wide and regional rail and public transit issues, including light rail service in the Virginia Beach-Norfolk area; the extension of rail transit service from Falls Church to Dulles International Airport; passenger rail service between Washington, D.C., Richmond, Hampton Roads, and Bristol; regional public transit service in the Richmond area; innovative transit system approaches, such as "OmniLink" operated by the Potomac & Rappahannock Transportation Commission; and the capital needs of Virginia's public transit systems and the organizations that provide special transportation services for the aging and the handicapped.  The Secretary of Transportation prior to the 1999 Session of the General Assembly shall provide a written report to the Co-Chairmen of the House Appropriations and Senate Finance Committees on progress made by the Board and the pertinent transportation agencies in meeting the intent of this provision."
