A. The Department of Juvenile Justice shall retain all funds paid for the support of children committed to the department to be used for the security, care and treatment of said children.
B. Out of the amounts for secure confinement $1,245,944 the first year and $2,128,408 the second year from nongeneral funds are provided for the operations of the Culpeper Detention facility and the Culpeper Juvenile Correctional Center. The source of these funds shall be fees paid by localities to the Department for housing juveniles in the detention facility. Fees collected in excess of the appropriation shall be deposited to the general fund.
