Explanation
(This amendment provides $402,000 general fund each year and 8.0 FTE positions to establish a day reporting center for 300 offenders in the Staunton-Harrisonburg areas of the Shenadoah Valley. Day reporting centers have proven a cost-effective tool for use by judges in sanctioning and controlling offenders who violate the technical conditions of probation and post-release supervison, while safely reducing crowding in local jails. It is estimated that this day reporting center will result in 150 local jail diversions annually. At a minimum, the center will provide intensive supervision, intensive substance abuse treatment and regular drug screening, educational programming, community service placements, job placement assistance, and home electronic monitoring. A companion amendment transfers $402,000 general fund each year in estimated local jail per diem savings from the State Compensation Board.)
