Notwithstanding the provisions of §10.1-2132.C, Code of Virginia, $5,460,000 of the amount deposited to the Water Quality Improvement Fund in the aforementioned paragraph shall be distributed to the Potomac-Shenandoah watershed in the first year.  Of the remaining amount, $1,750,000 in the first year shall be distributed to other watersheds within the Chesapeake Bay Basin and $1,7500,000 in the first year shall be distributed in areas outside the Chesapeake Bay watershed.  Amounts deposited to the Water Quality Improvement Fund in the aforementioned paragraph for distribution in the second year shall be distributed in accordance with the provisions of §10.1-2132.C, Code of Virginia."

Explanation
(This amendment revises language related to the Water Quality Improvement Act. Absent specific language in the Appropriation Act, 50 percent of nonpoint source pollution grant funds are distributed to areas outside the Chesapeake Bay. This amendment ensures adequate funding in House Bill 30 for the accelerated Potomac-Shenandoah tributary strategy and for lower tributaries of the Bay. A companion amendment provides that additional funds will be made available for distribution to areas outside the Chesapeake Bay watershed.)
