Explanation
(This amendment provides funding for the Tinner Hill Heritage Foundation of Falls Church to erect an historical marker commemorating the founding of the first rural chapter of the National Association for the Advancement of Colored People at Tinner Hill in 1915, a site which was previously the Town of Falls Church in Fairfax County. Language is added to allow the funding appropriated for the Tinner Hill Heritage Foundation of Falls Church to be carried forward in the event that matching funds have not been raised in the first year to receive the full state grant amount; however, this does not exempt the Foundation from the requirement to raise matching funds to receive state grant funds.)
