"B. The Department of Environmental Quality shall review the Commonwealth's system of voluntary environmental assessment established pursuant to §10.1-1198 et. seq., Code of Virginia.  The review shall include, but not be limited to, frequency of use, amount of pollution prevention, private and public benefits, and Department oversight of voluntary assessments and related immunities.  The review shall further examine the Environmental Protection Agency guidelines relating to voluntary environmental assessments and the Commonwealth's compliance with these guidelines.  The Department shall report its findings and recommendations to the Chairmen of the House Committees on Conservation and Natural Resources, and Appropriations, and the Senate Committees on Agriculture, Conservation and Natural Resources, and Finance by October 15, 1998 ."
