"B. As a condition of this appropriation, the Department of Social Services shall develop a risk assessment instrument for child day care enforcement.  This instrument should develop criteria to use in determining when the following sanctions may be used:  (1) the imposition of intermediate sanctions, (2) the denial of licensure renewal or revocation of license of a licensed facility, (3) injunctive relief against a child care provider, and (4) additional inspections and intensive oversight of a facility by the Department of Social Services."

Explanation
(This amendment implements a recommendation of the Joint Legislative Audit and Review Commission's report, "Follow-up Review of Child Day Care in Virginia," directing the Department to develop a risk assessment instrument to be used in the regulatory process.)
