Explanation
(This amendment provides additional federal block grant funds needed to begin to restore adult companion services to fiscal year 1996 levels for services which had been reduced as the result of new federally mandated hourly wage changes that occurred on October 1, 1996, and September 1, 1997. This program relies heavily upon service providers who work at the federal minimum hourly rate. The federal minimum hourly rate increased from $4.25 to $4.75 per hour effective October 1, 1996, and increased again to $5.15 per hour effective September 1, 1997. The net effect of these increases was a reduction in the number of hours which could be purchased for companion services for over 6,000 elderly and disabled adults.)
