"Q. The Department of Medical Assistance Services shall establish a Dental Health Coalition whose main objective will be to expand the availability and delivery of dental health services to Medicaid pediatric recipients.  The coalition will focus on how to increase the number of dentists participating in the Medicaid program and how to increase the level of participation by those dentist providers currently enrolled in the program.  The Coalition shall consist of representatives from DMAS, state and local dental associations, and the Department of Health.  The Department shall report the outcome of these efforts to the Chairmen of the House Appropriations and Senate Finance Committees by December 15, 1998."


Explanation
(This amendment adds $3.7 million to increase Medicaid rates for dental services to 85 percent of usual, customary, and reasonable charges. The introduced budget includes $6.4 million to raise rates to the 75 percent level. Language is also added that would create a group to recommend improvements in access to dental care for Medicaid recipients.)
