1. The funds in this appropriation are designated for the organization and coordination of the celebration of the 400th anniversary of the Jamestown Settlement in 2007.
2. Positions paid from this appropriation shall be exempt from the Virginia Personnel Act.
3. The Jamestown-Yorktown Foundation shall submit a plan by October 1, 1998, to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees for the expenditure of this appropriation and of any capital appropriations provided for the celebration. The plan shall include a timeline, milestones, resources, expected outcomes, and, a concept design and proposed location for a 2007 celebration monument. Allotment of this appropriation and of any related capital appropriations by the Department of Planning and Budget shall be contingent upon the Governor's approval of the plan.
4. Effective January 1, 1999, the Foundation shall submit a quarterly report to the Department of Planning and Budget on the progress being made under the approved plan.
5. Out of this appropriation, $1,000,000 is provided for seed money to attract private donations in support of the construction of a monument for the 2007 Celebration. The Comptroller shall transfer this sum to a nongeneral nonreverting account in the state treasury designated as "The 2007 Celebration Monument Fund."
