"2.  Out of this appropriation, $30,000 the first year from the general fund shall be provided to Southwestern Virginia Mental Health Institute to conduct a feasibility study to determine if a 20-bed residential treatment facility for adolescents served under the Comprehensive Services Act located at the Institute would be cost-effective for the state and consistent with the goals of the Comprehensive Services Act.  The results of the feasibility study shall be provided to the Governor, and the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 1998."
