"E.1.  Out of this appropriation, an amount estimated at $3,610,777 the first year from the general fund and $27,469,771 the second year from the general fund represents the cost savings to the state from fully utilizing existing and new Medicaid services for those children served under the Comprehensive Services Act that are eligible for Medicaid. The Office of Comprehensive Services shall have the authority to transfer general fund appropriations from this item to the Department of Medical Assistance Services to match the federal funds necessary to effect this change.
2.  The Department of Medical Assistance Services and the Office of Comprehensive Services shall prepare a plan for the implementation of additional Medicaid services to fully fund the Comprehensive Services Act.  The plan shall include, but not be limited to, (i) a methodology to simplify the allocation process, basing allocations on 1997 actual expenditures and match rates;  (ii) a method for direct billing of the Department of Medical Assistance Services by providers; and (iii) a method for recognizing the required local share of the match for Medicaid covered services provided to Comprehensive Services Act children.  The plan shall be presented to the State Executive Council and the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 1998."

(This amendment reflects savings to the Comprehensive Services Act from fully utilizing Medicaid to fund the program. Companion amendments in items 334 and 335 provide administrative funding and authority to use Medicaid for new services under this program.)
