Page 117, after line 53, insert:
"9.  The State Executive Council shall implement a uniform assessment instrument
, on and after July 1, 1998, consistent with the recommendations of the Joint Legislative Audit and Review Commission's findings from its review of the Comprehensive Services Act.  The Council shall report to the Chairmen of the House Appropriations and Senate Finance committees on the instrument selected and its effectiveness in determining the needs of families for wrap-around services.  The report is due to the Chairmen November 15, 1998."


Explanation
(This amendment would require the use of a standard instrument for all services paid for children served under the Comprehensive Services Act (CSA). The Joint Legislative Audit and Review Commission (JLARC) recommended the development and implementation of an uniform assessment instrument in its November 1998 study of the CSA program.)
