"e.  Each county which has less than 5,000 population and whose school division has less than 500 Average Daily Membership may elect at its option to use 500 Average Daily Membership in computing the composite index of ability-to-pay.  Each locality which elects this option must have certified its intention to do so to the Department of Education on or before July 1, 1998.  The Department of Education shall compute the composite index for such localities by using 500 Average Daily Membership, but shall not adjust the composite index of any other localities."


Explanation
(This amendment would provide additional state funding for the Highland County school division, by adjusting the calculation of the composite index of local ability-to-pay for low student enrollment.)
