Included in the amount for Financial Assistance for Employment Services is $801,216 from the general fund and $1,602,432 from nongeneral funds in the second year to initiate the new Welfare-to-Work program to assist hard-to-employ recipients of cash assistance under the Temporary Assistance to Needy Families program to prepare for, obtain, and retain employment. Upon execution of a Memorandum of Understanding and the approval of the Department of Planning and Budget, funds may be transferred to the Department of Social Services to coordinate program administration.
