"K.1.  In addition to the amounts provided in Chapter 924 of the 1997 Acts of Assembly for Item 83, the Department of Information Technology is authorized to locate the Relay Center for the Department of Deaf and Hard of Hearing in Norton, Virginia.  In developing a request for proposals for the Relay Center for the Department of the Deaf and Hard of Hearing, the Department shall include provisions requiring that:  (1) the Center be located in Norton, Virginia; and (2) employment levels be sufficient to provide high quality services to Virginia customers or no fewer than 100 full-time equivalent positions.
K.2. The Department of Information Technology, in cooperation with the Department for the Deaf and Hard of Hearing, the State Corporation Commission, and House Appropriations and Senate Finance Committee staffs, shall conduct a study examining long-term funding options for Relay Center services in future years which do not necessarily rely on the use of a toll."

Explanation
(This amendment modifies language set out in Chapter 924 of the 1997 Acts of Assembly, Item 83F. which sets out conditions for a request for proposals for the Relay Center for the Department of the Deaf and Hard of Hearing. Language is modified to specify the continued employment of a workforce sufficient to continue providing high quality services to deaf and hard of hearing citizens in Virginia, having no fewer than 100 positions. In addition, it directs the Department of Information Technology to study funding options, in cooperation with other agency staff, for the future delivery of Relay Center services.)
