Page 131, after line 9 insert:
"K.  The Virginia Department of Transportation emergency traffic flow policy for the use of High Occupancy Vehicle (HOV) and bus lanes as general traffic lanes of Interstate Route 64 between the I-564 and the I-264/Route 44 interchanges shall be as follows:  Westbound HOV and bus lanes shall be used for general traffic when an incident on the conventional westbound lanes blocks one lane of traffic and the project duration of the blocked traffic is five minutes.  The same policy shall apply to eastbound HOV and bus lanes on the same route."

(This amendment provides policy direction to the Virginia Department of Transportation (VDOT) on the circumstances that would require the opening of HOV and bus lanes to conventional traffic on Interstate 64 in the Virginia Beach area. Current VDOT policy says the HOV and bus lanes could not be used to restore traffic flow unless a traffic accident or other traffic incident was blocking at least two lanes of conventional traffic and the "projected incident duration" was more than 30 minutes. The amendment changes that policy to one lane and five minutes.)
