§ 4-1.09 SPECIAL CONDITIONS

Pending completion of the Joint Legislative Audit and Review Commission study pursuant to House Joint Resolution 173, 1996 Regular Session, and notwithstanding any contrary provision of law, the Director of the Department of Planning and Budget shall not approve appropriation reductions, unallotments or interagency transfers for agencies identified in § 1-100 through § 1-108 of this act that are not authorized by the General Assembly in Parts 1, 2, and 3 of this act. This shall not prohibit changes required to: (i) effect an increase or decrease in revenues from nongeneral fund sources; (ii) fulfill contractual agreements; (iii) respond to an officially declared emergency; or (iv) respond to conditions outlined in § 4-1.04 of this act.
