Nothing in this act shall be deemed to override the provision of § 23-77.4 of the Code of Virginia which delegates to the University of Virginia authority to conduct the review, administrative, and approval functions performed by certain state agencies in relation to nongeneral fund capital projects, property leases and procurement activities of the University of Virginia Medical Center.
