A. No funds from this appropriation shall be expended for the purpose of privatizing correctional education services at the Bon Air Juvenile, Beaumont Juvenile, Fluvanna, Sussex I and II, and Mecklenburg Correctional Centers. No funds from this appropriation shall be expended for the purpose of privatizing educational services for the Culpeper Juvenile Correctional Center at Coffeewood, or the Red Onion or Wallens Ridge Correctional Centers, prior to the submission of a report to the Governor and the Chairmen of the Senate Finance, and Rehabilitation and Social Services, and the House Appropriations, and House Health, Welfare and Institutions Committees, analyzing the costs and benefits of private educational services, including a review of the experience of other states in this field.
B. Out of this appropriation the Department may provide such positions as are required to provide educational services for detention centers operated by the Department of Corrections.
C. This appropriation includes $1,200,000 the second year from the general fund to hire 50 new teachers. It is the intent of the General Assembly that these new teachers begin work on or about January 1, 1998, in the juvenile correctional center schools and be allocated in such a manner as to reduce class sizes.
