A. Notwithstanding any contrary provision of Title 14.1, Chapter 1, Article 10, Code of Virginia, $66,883,916 the first year and $66,883,916 the second year from the general fund is hereby appropriated for purposes of Financial Assistance to Localities-General (Other Services), to be apportioned to localities with qualifying police departments in accordance with the provisions of Title 14, Chapter 1, Article 10, Code of Virginia (HB 599).


B. For purposes of receiving funds in accordance with this program, it is the intention of the General Assembly that the Town of Boone's Mill has had a police department in operation since the 1980-82 biennium, and is therefore eligible for financial assistance under Title 14.1, Chapter 1, Article 10, Code of Virginia (House Bill 599).


C. Allocations for localities with police departments for fiscal years 1997 and 1998 shall be frozen at the same level provided each locality for fiscal year 1996. Allocations shall be payable in equal quarterly installments.
