A. Out of the amounts for General Management and Direction, the Director is authorized to expend from special funds amounts not to exceed $3,500 the first year and $3,500 the second year for entertainment expenses commonly borne by businesses. Such expenses shall be recorded separately by the agency.


B. Out of the amounts for General Management and Direction, an amount not to exceed $2,200 the first year and $2,200 the second year from the general fund shall be used for international promotion.


C. With the prior written approval of the Director, Department of Planning and Budget, nongeneral fund revenues derived from admissions fees to Jamestown Settlement and the Yorktown Victory Center which are unexpended by the end of the fiscal year, may be paid to the Jamestown-Yorktown Educational Trust for the sole purpose of acquiring artifacts and interpretive arts.


D. It is the intent of the General Assembly that the Jamestown-Yorktown Foundation be authorized to fill all positions authorized in this act and all part-time (wage) positions funded in this act, notwithstanding §4-7.01 of this act.


E.1. Out of the amount for General Management and Direction, $100,000 in the first year from the general fund shall be used to support the initial start-up costs of a museum of American slavery. This amount shall be paid by the Foundation to a duly incorporated entity established for this purpose upon (a) approval by the Jametown-Yorktown Board of Directors of an organizational plan for the museum, which plan shall provide for its operation on a self-sustaining basis and (b) compliance by the entity with the criteria for nonstate agencies in §2.1-394.1, Code of Virginia, and §4-5.07 of this act and any applicable regulations of the Department of Accounts.


2. If no entity is established to organize and operate the museum by June 30, 1997, any unexpended balance of this appropriation shall be reappropriated for expenditure in the succeeding year. Any unexpended balance on June 30, 1998, shall revert to the general fund.
