A.1. It is the intent of the General Assembly to provide general fund support to contract with Mary Baldwin College for Virginia women resident students to participate in the Virginia Women's Institute for Leadership at Mary Baldwin College.


2. The per capita rate provided for each student shall equal the general fund per capita amount provided through the Educational and General Program and Student Financial Assistance Program for Virginia Military Institute cadets.


3. The amounts for Higher Education Coordination and Review include $460,160 the first year and $701,616 $552,336 the second year from the general fund based on an estimated participation of 65 in-state students the first year and 94 72 in-state students the second year in the program. Funds paid to Mary Baldwin College under the contract will be based on the actual number of Virginia resident students participating in the program.


4. General fund appropriations provided under this contract include financial aid for the participating students at Mary Baldwin College in the Virginia Women's Institute for Leadership program, therefore, these students are not eligible for Tuition Assistance Grants.


B. By October 1, each year, each institution of higher education, Richard Bland College, and the Community College system shall submit a report on progress toward meeting its approved restructuring plan to the Secretary of Education and the State Council of Higher Education. The progress reports shall be prepared according to a format approved by the Secretary of Education and the State Council of Higher Education. A presentation on the progress of institutions in implementing their plans shall be made by the Secretary and the State Council of Higher Education to the House Appropriations and Senate Finance Committees at their regularly scheduled meetings in November of each year. As part of its progress report, each institution shall submit its faculty evaluation plan for 1996-97 to the Secretary of Education and the State Council of Higher Education.


C. The amounts for Higher Education Coordination and Review include $61,000 the first year and $100,000 the second year from the general fund for the State Council of Higher Education "Indicators Project" to further develop a performance measurement system for higher education. When fully developed, this project shall contribute to the Commonwealth performance measurement system for Virginia's public colleges and universities pursuant to Item 332A of Chapter 853 of the 1995 Acts of Assembly.


D. In discharging the responsibilities specified in §23-272.D., Code of Virginia, the State Council of Higher Education shall provide exemptions to individual proprietorships, associations, co-partnerships or corporations which are now or in the future will be using the words "college" or "university" in their training programs solely for their employees or customers, which do not offer degree-granting programs, and whose name includes the word "college" or "university" in a context from which it clearly appears that such entity is not an educational institution.


E. Out of the appropriation for Higher Education Coordination and Review, $1,925,000 the first year and $2,015,000 the second year from the general fund is provided for continuation and expansion of the Commonwealth Virtual Library at public colleges and universities.


F. This appropriation includes annual membership dues to the Southern Regional Education Board, $144,600 the first year and $144,600 the second year from the general fund.


G. The State Council of Higher Education shall select at least one institution of higher education with special expertise in training on the use of technology and, in consultation with the Department of Education, conduct a pilot program the first year on the training of elementary and secondary teachers on the use of technology in the classroom. The Council shall report to the House Appropriations and Senate Finance Committees prior to the 1997 session of the General Assembly on recommendations for further development of such programs in the Commonwealth.


H. This appropriation includes $184,000 from the general fund in the second year for the continuation of three pilot programs begun in the first year in technology training for elementary and secondary public school teachers. The funds also may be used for the continued evaluation of the three pilot technology training programs and for the development of more detailed on-going proposals for addressing the technology training needs of teachers. In developing such proposals, the Council of Higher Education shall work with the Department of Education and the institutions of higher education with experience and knowledge in the area of technology training for teachers. The Council shall report to the Chairmen of the House Appropriations and Senate Finance Committees prior to the 1998 General Assembly on the technology training proposals. The report shall include recommendations regarding permanent institutes for technology training of elementary and secondary personnel, pursuant to House Bill 1848.


I.1. This appropriation includes $15,000 in the second year from the general fund, and $25,000 in the second year in nongeneral funds, for expenses incurred by the staff of the State Council of Higher Education in its role to provide administrative support to the board of the Commonwealth Health Research Fund.


2. The Commonwealth Health Research Board, the State Council of Higher Education, the Board of the Virginia Retirement System, the State Treasurer, and the Department of Accounts shall enter into a memorandum of understanding establishing procedures governing the management, administration, and disbursement of moneys in the Commonwealth Health Research Fund, and other financial activities related to the implementation of this program, by September 1, 1997.
