This appropriation includes $150,000 the first year and $150,000 the second year from the general fund for a statewide Mentor Teacher Program to assist newly hired beginning teachers to make a successful transition into full-time teaching. Such program shall include elements which are consistent with the following:


1. An application process for localities that wish to participate in the program;


2. Provisions for a local resource commitment of 50 percent, to match state grants of 50 percent; and


3. Local program plans which include a description of the criteria for selection of mentor teachers, training, support, and compensation for mentor teachers, collaboration between the school division and institutions of higher education, the mentor teacher assignment process, and a process for evaluation of the program.
