It is the intent of the General Assembly that the Prince William Institute, Phase II project, funding for which is provided in Item C-7.10 of this act, be completed no later than June 1, 1998. The State Treasurer is requested to assist the university through the provision of loans or other advances of funding to assure the project will be completed by such date.
