A. The Department of Personnel and Training shall study the compensation of all grade one and two employees in the Commonwealth. The study should review whether the salary ranges are commensurate with the job duties of each class in those grade levels. The Department shall also determine the number of employees in these grade levels who are eligible for public assistance programs provided by either the state or federal government. The Department shall report the findings of this study no later than November 15, 1996, to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees.
B. The Department of Personnel and Training shall review the salary levels of Alcoholic Beverage Control agent positions. If the review determines that the salary of these positions is not competitive with similar law enforcement positions, the Department shall make such salary and classification adjustments as are required.
C. The Department of Personnel and Training, assisted by the Executive Secretary of the Supreme Court and the Compensation Board, shall study the compensation provided to employees of the District Court Clerks. The Department shall report its findings and recommendations to the Executive Secretary, the Governor, and the Chairmen of the Senate Finance and House Appropriations Committees by October 1, 1997.
D. Administration of any health benefit plan or plans provided for state employees pursuant to §2.1-20.1, Code of Virginia, shall be subject to the review of the State Health Benefits Advisory Council, which is provided for in §2.1-20.1:01, Code of Virginia. Additionally, the Department shall report any proposed changes in premiums, benefits, carriers, or provider networks to the Chairmen of the House Appropriations and Senate Finance Committees at least sixty days prior to implementation.
