Not later than September 1, 1996, the Department of Alcoholic Beverage Control shall report to the Chairmen of the House Appropriations and Senate Finance Committees on the criteria to be used to determine whether the warehouse operation should be outsourced, privatized or liquidated and whether or not the facility should be retained, sold or sold and leased back. Notwithstanding any other provision of law, the Department of Alcoholic Beverage Control shall not privatize or outsource the operation of its warehouse nor may the administrative office building, including the warehouse, be declared surplus or sold without the approval of the General Assembly.
