Authority: §§ 32.1-11.1 through 32.1-11.2; 32.1-55.1; 32.1-35 through 32.1-73, Code of Virginia; and P.L. 91-464, as amended, Federal Code.


A. Out of this appropriation, $1,325,000 the first year and $1,325,000 the second year is provided from the general fund to support regional AIDS resource and consultation centers and one local early intervention and treatment center.


B. Out of this appropriation, $150,000 the first year and $150,000 the second year is provided from the general fund to support the Arthur Ashe Health Center in Richmond.


C. Appropriations from this item included for sexual assault centers may be used for adult and children's services provided by the centers.


D. The Department of Motor Vehicles shall transfer revenues estimated at $180,000 per year from the Child Restraint Device Special Fund to the Department of Health for the Child Restraint Program. The department shall also seek federal grant funding through the Department of Motor Vehicles to supplement this program.


E. Any funds provided in this item for the Virginia HIV Medications Assistance Program which are unexpended on June 30, shall not revert to the general fund but shall be reappropriated for the same use in the succeeding year.


F. Out of the appropriation for this item, $50,000 the second year from the general fund shall be provided to the Richmond AIDS Ministry.
