Explanation

(This amendment provides $33.0 million GF each year to ensure Medicaid members are not impacted by the federal change in the matching rate for emergency services for certain low-income immigrants in Virginia when it is reduced from 90.0 percent to 50.0 percent due to H.R.1 (the 2025 federal reconciliation bill). This amendment would fund that difference such that non-citizens would continue to have the same access to emergency medical services without additional financial burdens imposed.)
