The Virginia Commission on Youth shall convene a workgroup, including representatives of the Children's Advocacy Centers of Virginia and other relevant stakeholders as determined by the Commission, to evaluate the funding structure, sustainability, and system value of Virginia's CACs. The workgroup shall review existing state, federal, local, and private funding sources; assess the impact of declining federal Victims of Crime Act funds; evaluate statewide demand for CAC services and gaps in access; examine the role of CACs in the investigation and prosecution of crimes against children; and review funding models and best practices in other states. The workgroup shall develop recommendations for a permanent, sustainable funding model to ensure statewide access to CAC services and shall report its findings and recommendations to the Governor, the Attorney General, and the Chairs of the House Appropriations and Senate Finance and Appropriations Committees by November 1, 2026."

(This amendment provides $5.0 million each year from the general fund to increase funding for child advocacy centers (CACs). Language also creates a workgroup to study the funding structure, sustainability, and value of Virginia's CACs.)
